Mtoto Kwanza – Funded by Conrad N. Hilton Foundation

The Mtoto Kwanza (“Child First”) Project is a strategic initiative (2022–2028) designed to accelerate the implementation of Tanzania’s National Multisectoral Early Childhood Development Programme (NM-ECDP) 2021/22–2025/26.

Funded by the Conrad N. Hilton Foundation and Children in Crossfire, the project is a collaborative effort between the Government of Tanzania, the Tanzania Early Childhood Development Network (TECDEN) and the Union of Tanzania Press Clubs (UTPC). government accountability

Operating across all 26 regions of mainland Tanzania, the project supports the transition of the national Early Childhood Development (ECD) framework from policy commitment to practical, community-level implementation. Its core aim is to ensure that every child is developmentally on track to reach their full potential through holistic care and coordinated multisectoral action.

Macro-level

Strengthening TECDEN’s capacity to lead and coordinate Civil Society Organizations (CSOs) in monitoring and implementing the National Multisectoral Early Childhood Development Programme (NM-ECDP) at national level.

Meso-level

Building the capacity of local Civil Society Organizations to advocate for Early Childhood Development priorities and coordinate actions with regional and local government authorities.

Micro-level

Amplifying community voices through local media to generate demand for context-specific Early Childhood Development services and strengthen accountability at grassroots level.
